MASL Rules
All MASL games are played under FIFA rules, except as stated herein.
TEAM
UNIFORMS:
1.
Each team has a designated uniform to
wear when they play as the home team.
The visiting team is required to change jerseys, if necessary.
2.
If the home team is not wearing its
designated uniform, the home team must change jerseys.
3.
All players of the same team must be
dressed alike.
4.
Goalkeepers shall wear colors that
distinguish them from the other players and from the referee. Goalkeepers can wear long pants.
5.
Shinguards are mandatory and bicycle
pants are allowed if of the same color as shorts.
6.
All shirts, except the goalkeeper, must
have a number on the back.
PLAYER
PASSES:
1.
New
since 2005 is the use of DIGITIAL Player passes.
2.
No Pass, No Play!!
3.
Each player must have a valid 2007
DIGITIAL player pass.

A
VALID Players Passes contains the following:
-
A MASL hologram on the back of the pass.
-
A
color coded band for each DIVISION, except D1. (D2=BLUE Band, D3=GREEN Band,
& D4=RED Band)
-
A
“Reg. Date” on the Player Pass which reflect 2008
Season.
-
If a player pass DOES NOT look valid or
looks to be incorrect for 2008, the referee needs to HOLD THE PASS and return it to MASL
Commissioner or Asst. Commissioner. Games should NEVER be started
without proper passes.
4. Roster cards must be
completely filled out.
PLAYERS SAFETY:
1. If a player wears casts or unusual equipment it is up to the referee to decide if this equipment is safe and will cause no harm to other players.
2.
Dangerous weather conditions constitute
valid grounds for suspension or termination of a game.
3.
During extremely HOT weather, referees
should allow water breaks for themselves and the players.
VISITING PLAYERS:
1.
Players who belong to the same club
(affiliation), but are registered with a different team of that club, may
participate in a game, provided
the two teams are not in the same division.

Since 2003, MYSA players have been
carrying just the MASL player pass for any MASL games, just like any other MASL
player. MYSA players are no longer considered guest players in the MASL.
3.
The MASL only allows a total of SIX visiting
players MAX, with no more than two from higher division team and four from
lower division team.

OF PLAYERS:
1.
A team must have at least seven players
in proper uniforms and with valid passes for a game to start. If at any time during a game, a team is
unable to field seven players, the game must be terminated at that point.
2.
Since 2005, an MASL team is allowed to roster up to 26
players plus 6 guest players.

A team may play a maximum of 26 players,
plus 6 guest players in any one game.
Substitutions are unlimited. When
a caution is issued, the referee must allow substitution for the cautioned
player, if requested. If a team
substitutes for cautioned players, the opponents may substitute an equal number
of players.

Players should leave and enter at the
half-way line.
SEND-OFFS
/ CAUTIONS (Yellow Cards)
·
Sent-off players, coaches or managers
must leave the vicinity of the playing field.
If a person who has been sent off does not comply with this, the referee
may terminate the game.
·
Please record this information accurately
in your game report (i.e. Player’s full name & ID #). This information is extremely important and
may result in a player getting suspended for accumulated yellow cards
throughout the season.
FIELD
PREPARATION:
The field is to be prepared by the HOME TEAM and
in accordance to FIFA regulations. No game will be started without nets and/or corner flags.
UNPLAYABLE
FIELD:
If a field is unplayable due to circumstances
beyond the control of the HOME TEAM and an alternate field is available within
5 to 10 minutes away, the site of the game may be moved to the alternate field
if both of the Team Managers agree and if, in the judgment of the referee, the
field can be prepared in a reasonable amount of time.
GRACE
PERIOD:
1. A 15-minute grace period is
allowed past the scheduled time of the start of the match for the following
reasons only:

Field is not marked to the satisfaction
of the referee.
·
A team does not have seven qualified
players on the field.
2. No game will be started after
the 15-minute grace period has expired.
OFFICIATING FEES:
Since 2006: All MASL league games,
the fees to be paid to the officials are as follows:
$150.00 for 3 qualified, neutral referees à For League
games ONLY each team will pay ($65.00) for 3 Referees.

130.00 for 2 qualified, neutral referees, 1 club lines person à For League
games ONLY each team will pay ($55.00) for 2 Referees.

for 1 qualified, neutral referee, 2 club lines person à For League
games ONLY each team will pay ($35.00) for 1 Referees.

Payment
breakdown (CENTER: $90.00 - $20.00)
The MASL Treasurer will issue each $20.00 payment (per League Game) once a month, via a check, back to the appropriate CENTER Referee once the on-line game report has been successfully submitted and recorded.
For all MASL State
Tournament and/or Cup games, the fees to be paid to the officials are as
follows:
$150.00 for 3 qualified, neutral referees.
$130.00 for 2 qualified, neutral referees,
1 club lines person.
$
90.00 for 1 qualified, neutral referee, 2 club lines person.
Each team is
responsible for paying half of the fee above, either in cash or by check, prior
to the start of the game. At the
referee’s discretion, a team may be allowed to defer payment of the game until
half time. However, the second half may
not begin until both teams have paid their full fees.
TERMINATED GAMES:
1.
If a game cannot be started or must be
terminated for any reason before sixty-two minutes have elapsed, the referee
will return the game fees to each team and include full details in the game
report.
2.
After sixty-two minutes, the game becomes
official, but the referee must report why the game was not played to the full
ninety minutes.
STATISTICS:
Referees must keep
track of who scores a goal and who should be credited with an assist. Make sure that before kick-off these
statistics have been
obtained and are
correctly reported on the game report.
PROTEST:
If a team wants to
protest a game for any reason, the Team Manager of the team is to notify the
referees verbally prior to the start of the game. The referee must mention in the game report
for any protest which is made by either team and the basis for the protest,
even if the protest is withdrawn later.
1. A team can have up to 26
players, plus 6 guest players on its roster.
A player who has played in a Cup Game for one team may not play for any
other team in a subsequent game of the
same Cup competition.
2. Cup Games are
played according to FIFA regulations. If
the score is tied at the end of regulation time, an overtime of two 15-minute periods (sudden death)
shall be played. If the game is
still tied at the end of the second overtime period, the winner shall be
decided by the taking of kicks from the penalty mark as per FIFA.
REPORTS:
The referee must complete the game report, WITHIN 24hrs, on-line at (http://www.masl.org/Refereescorner.htm) and mail in any Red Cards IMMEDIATELY to 1 of following MASL Commisioners:

* Any
player passes (for red card violations) and Cup game reports must be sent within
